 This is not a spam. I called citibank and confirmed.

 This applies to all those who have a citibank credit 
card issued in India. Guys just check out your credit
card statments for the
  month of August 2001 if you are a Citi Credit card
holder in India. You might see four entries:
  "Suraksha Admin Charge reversal: 15.00 Credit"
  "Suraksha Administration Charge: 15.00 Debit"
  "Service tax @ 5%: 0.75 Debit"
 "Reversal of service tax: 0.75 Credit"
 
  It appears like they made a mistake and corrected
it. But it is not.From next month Citi is making you
pay Rs 204/- p.a.> for an insurance cover that you are
not aware of. What Citi is doing is that it is putting
up a couple of debit
 credit enteries on its credit card statments, for an
 insurance scheme it has worked out with Tata-AIG.
They are saying that the  first 3 months they
 will give you free protection. After the first 3
  months the Inusrance cover becomes paid.
  Now here is the interesting part, unless you
withdraw from the Insurance cover by ringing up the
Citiphone or writing> to them you are> automatically
enrolled into the insurance. And where is it given
that you have to withdraw but in one small corner of a
mailer> which is bound to be
  missed if you read it in the first place!
Irrespective of the merits of the insurance cover I 
feel that the> scheme is unethical as I have not given
a debit       authority to Citi.
  I wonder if Citi would be happy if I send them some
30   mailers in a year   and in one of them in some
innocent corner say that> unless Citi gets back to
  me by the end of this month all Citi properties
world  wide are mine.
